City Manager

The City Manager, Doug Gerber, serves as the City's chief executive officer and is responsible for providing professional leadership in the administration and implementation of all City operations and the policies, goals and vision set forth by the Mayor and the City Council. The City Manager's Office consists of Administration, the City Clerk's Office, Communications, Municipal Court, Human Resources, and Legal.

City Manager Doug Gerber
Doug GerberDoug Gerber joined the City of Shawnee as the City Manager in March 2023. Before joining the City, he worked for JEO Consulting Group helping develop the Kansas market for JEO. Before his work at JEO, Doug had a 22 year career in the public sector, most recently with work in numerous positions for the City of Topeka, KS, including Deputy City Manager, Director of Administrative and Financial Services, Interim Director of Utilities, Interim Director of Public Works, and Interim City Manager. Prior to coming to Topeka, Doug also served as City Manager of both Goodland, KS and Beloit, KS.

A native of Newton, KS, Doug received his BA and MPA both from Kansas State University and completed a post-graduate internship in Kent County, Michigan.

Doug enjoys gardening, Kansas State athletics, and being involved in his children's activities.
Deputy City Manager Caitlin Gard
Caitlin GardCaitlin Gard joined the staff at the City of Shawnee as the Assistant to the Public Works Director in February 2013. She was subsequently promoted to Assistant Public Works Director in 2015, Strategic Initiatives Manager in 2017, Assistant City Manager in 2018 and Deputy City Manager in 2022.

Caitlin Gard received her Bachelor's Degree in Political Science and holds a Master's Degree in Public Administration from the University of Missouri system. She is an active member in numerous professional organizations including Caring for Kids and Nieman Elementary Site Council. Caitlin is also a graduate of the Certified Public Manager program through the University of Kansas Public Management Center.
Assistant City Manager Colin Duffy
Colin DuffyColin Duffy joined the City of Shawnee as the Assistant City Manager in December 2022. Before joining the City, he worked as a Senior Management Analyst. Colin earned a Bachelor's Degree in Political Science and Psychology and holds a Master's Degree in Public Administration, all from Wichita State.

Colin enjoys working on special events and other run projects for the City. In his free time, he enjoys cooking, running, and board games.
