Shawnee Economic Recovery Assistance Grant Program

Hey Shawnee businesses! We know that the Coronavirus pandemic continues to disrupt business operations, and we are here to help! With the help of Community Capital Fund of Kansas City, MO, we are offering a second round of small business assistance grants. If you meet the guidelines, you could get a grant of up to $5,000 to help cover your rent or mortgage.  Applications will be accepted Monday, February 14 through March 25, 2022.

Program Details

Program Overview
The purpose of the SERA Grant Program is to provide financial relief to Shawnee small businesses directly and negatively impacted the COVID-19 pandemic.  The program provides one-time $5,000 grant to assist with the cost of rent or mortgage payments to offset the loss of revenue due to capital and payroll expenses, low demand, supply chain disruptions, personnel and other challenges associated with the ongoing economic effects of the pandemic.

The grant funds can be used to pay up to three months of commercial rent/lease/mortgage. Funds may not be used to pay arrearages or amounts past due for lease/rent/mortgage, or late fees or penalties. Monies will be paid directly to the rent/lease/mortgage holder on behalf of the eligible business. Repayment is not required if all conditions are met. 

To qualify for the Shawnee Economic Recovery Assistance Program, applicants must:  

  1. Submit a completed application; 
  2. Be in operation as of July 1, 2021 and be physically located in Shawnee, Kansas;
  3. Have 1-50 full time employees, or equivalent part-time employees, including the owner; 
  4. Business must commit to retaining or creating jobs for low to moderate-income people; 
  5. Must have a City of Shawnee Business License; 
  6. Businesses with multiple locations in Shawnee may receive assistance of each location. Businesses which previously received SERA funding are eligible to apply; 
  7. Businesses must demonstrate economic damages from business interruption caused by the COVID-19 public health emergency.


  1. Business cannot be nationally corporately owned, nor publicly traded. Local franchisees are eligible; 
  2. Non-profits, and home-based businesses are not eligible; 
  3. Strict prohibition of the “duplication of benefits”, which occurs when a person, household, business, or other entity receives assistance from multiple sources (local, private, State and/or Federal) for the same purpose (rent/lease/mortgage assistance) and the total assistance received for that purpose is more than the total needed. 
  4. No member of or Delegate to the Congress of the United States, and no Resident Commissioner, shall be admitted to any share or part of this program or to any benefit to arise from the same.
Applying for Assistance

Applications for SERA grants will be accepted from February 14, 2022 at 8 a.m. CST until 5 p.m. CST on March 25, 2022. Applicants will be notified via email of their application and award status no later than May 16, 2022, at 5 p.m. CST. 

Application documents are available in English. Language assistance can be facilitated upon request. Applications need to be completed in English and may be submitted in one of three ways: 

  1. Complete and submit the online form with your documentation available at 
  2. Complete the fillable forms and email your documentation to [email protected]
  3. Applicants may mail applications to the following address:  Community Capital Fund. 3200 Wayne Ave , Kansas City, MO 64109. Application processing may be delayed if mailed.  

Only completed applications with all required documentation will be considered for funding. 

Application Assistance Open House Dates
Not sure if your business is eligible or what documentation is required? Community Capital Fund will be hosting in-person grant open house sessions to assist applicants on:
  • February 14 from 8 a.m. - 5 p.m.
  • March 10 from 8 a.m. - 4 p.m. - Rescheduled to March 15 due to inclement weather. Note that the location has been changed to Shawnee City Hall (11110 Johnson Drive)
  • March 24 from 8 a.m. - 5 p.m.
  • March 25 from 8 a.m. - 9 p.m.

All in-person assistance will take place at the Shawnee Civic Centre, 13817 Johnson Drive, Shawnee, Kansas. Appointments are not required for the open house sessions.

  • The review and selection process will determine which businesses meet the minimum eligibility and priority qualifications for funding. CCF and the City of Shawnee reserve the right to make all award determinations.   

    Once application decisions are turned over to the City of Shawnee from Community Capital Fund, they are considered public record and subject to Kansas Sunshine Law Records. 

  • Estimated notification for applicants will be via email no later than May 16, 2022, at 5:00pm CDT. 

  • The program administrator (Community Capital Fund) and the City of Shawnee reserves the right to ask for further information under these Policies in order to approve applications and/or process payments, including but not limited to, paystubs, cancelled checks, receipts, or copies of bank statements.   

  • The City reserves right to amend policies and procedures.  

  • The City cannot foresee all contingencies and therefore reserves the right to make exceptions to these Policies and Procedures.
