Meetings

The Governing Body of the City of Shawnee values transparency and accountability. It also values citizen input and participation.  Below is a description of City Council, Council Committee, and various boards/commissions, as well as recent meetings that you can review. Click on the name of a specific meeting to review the details.

City Council meetings are held on the 2nd and 4th Monday of the month at 6 p.m. in the City Council Chambers inside City Hall, 11110 Johnson Drive, Shawnee, KS 66203. Starting October 25, 2021, Council Committee Items will be discussed as part of the regular City Council agenda.  The meetings are open to the public and public participation is encouraged. For more information, read through Policy Statement No. 7, Conduct of Public Meetings.

A Special Call of the Governing Body (Special City Council Meeting) may be called by the Mayor or by any three Council Members for a specific purpose. Only items submitted to the Governing Body in writing will be included on the agenda and discussed at the meeting.

The last Council Committee meeting was held on October 11, 2021. Starting on October 25, 2021 Council Committee items will be discussed as part of the regular City Council agenda.  The links below are from previous Council Committee meetings.

Planning Commission meetings are held the first and third Mondays at 7:00pm. The Planning Commission consists of 11 members who hear requests for zoning changes and approve development plans for new business sites and subdivisions, making sure that the plan complies with City ordinances and the Comprehensive Plan. Members are appointed by the Mayor, with the consent of the Council and serve three-year terms.

 

Characteristics: Knowledge and understanding of the development plan process and related statutory requirements as well as an understanding of the dynamics, needs, and expectations of the entire community from a development perspective and needs perspective by being involved and engaged in the community. Experience in a development-related field such as engineering, construction, finance, appraisal, aerial photography, land development, etc. is also helpful.

Members

The duties of this task force include Define public art; Identify and inventory public art throughout the city; Consider locations and criteria for additional public art; Propose processes for initiating and integrating additional public art; Recommend strategies for conservation and maintenance of artworks; Recommend funding strategies for public art projects, to include donors; Promote the activities of the Public Art Task Force and raise public awareness and the importance of public art in Shawnee; Review and assist with the development of Call for Artists; Advise and recommend policy on proposed gifts, donations, and bequests to the City in accordance with City guidelines; and/or Recommend integration of Shawnee History, specifically related to the Shawnee tribe, into public art. The Public Arts Task Force meetings will be held at least monthly for one year. The board consists of eleven members appointed by the Mayor with consent of the Council.

Characteristics: Members of the Task Force should have skills or professional experience related to art, design, or history, but that is not a requirement. For additional qualifications please see the link above.

The duties of this board include reviewing and advising the Chief of Police regarding the investigation process and resolution of complaints regarding racial and other biased-based policing.  Community Police Advisory Board meetings will be held at least once quarterly.  The board consists of five members appointed by the Mayor with consent of the Council.  Terms are four years.  More information can be found here.

 

Characteristics: Members shall reflect the racial and ethnic diversity of the residents of the City of Shawnee.  Members of the Board should also represent a broad group of disciplines within the community to include educational leaders, community leaders and business community members.  For additional qualifications please see the link above.

The Purpose of the Community Engagement Task Force is to provide strategic direction, advice, and recommendations to the City of Shawnee’s Governing Body on all aspects related to community engagement. This includes, but is not limited to, marketing and public communications, engagement opportunities, inclusivity and diversity, and employee recruitment/retention.

 

The Community Engagement Task Force meets on the third Wednesday of the month from 6:00 to 8:00 p.m. The board consists of eleven members comprised of one (1) representative from the Shawnee business community, two (2) representatives from each Council Ward (8 total), one (1) Councilmember, and the Mayor.

 

Characteristics: Members of the Task Force should representatives of the community and should take into account the diversity of our residents, business owners, and faith partners. For additional qualifications please see the link above.

Park and Recreation Advisory Board meetings are held the 1st Thursday of the month. The board acts in an advisory capacity to the Governing Body in promoting, aiding, encouraging and conducting public recreation, including the development of parks, and recreation facilities and programs. The board consists of nine members, two from each ward and one at-large member. Members are submitted by Councilmembers and are appointed by the Mayor, with the consent of the Council. Terms are three years.

 

Characteristics: Support, promote, and encourage excellence in developing and maintaining the city’s parks, special events, natural resources, recreation facilities, as well as cultural, educational, health, and recreational programs.

Board of Zoning Appeals (BZA) meetings are held on the 3rd Thursday of the month. The BZA consists of seven members who hear and determine appeals from the refusal of building permits and to permit exceptions to, or variations from, the zoning regulations. Members serve three-year terms.

 

Characteristics: Knowledge and/or experience with the zoning process and building permit process and regulations.

Code Board of Appeals

Members are appointed by the Mayor, with the consent of the Council and serve five-year terms.  Meetings held when needed.

 

Characteristics:  The board consists of five members who hear appeals concerning the City's International Building Code, Residential Code, National Electric Code, Fuel Gas Code, Mechanical Code, Plumbing Code, Energy Conservation Code, Property Maintenance Code, Fire Code, Property Maintenance, Cash Advance Business License, Flood Prevention Regulations, Revocation of Certificates of Occupancy and Fair Housing Regulations.

Civil Service Commission

The commission consists of five members who hear disciplinary appeals for all commissioned officers below the rank of Lieutenant and to advise and assist in policy development, education and community outreach and communications related to racial profiling as required by the Kansas Statutes. Meetings are held on an as-needed basis.

 

Characteristics:

Knowledge and experience with human resources, law enforcement, and/or community outreach and engagement related to race relations.

Members

The Partnership is an advisory board to the Mayor and City Council promoting, aiding and encouraging the enhancement of Shawnee's Downtown through bringing together the private and public sectors to discuss issues and take decisive actions in unity; setting timelines, garnering commitments and resources, act, and stimulating quality actions by others in support of Downtown; increasing communication, coordination, and trust among all entities involved in Downtown's enhancement; and providing strong, visible, positive leadership for Downtown.

 

Characteristics: Person who lives, owns/operates a business within downtown Shawnee, or has other interests in promoting, aiding, and investing [time, money, other resources, etc.] in the enhancement and preservation of Shawnee's downtown.

Members

The City Ride Task Force is no longer active.  This Task Force provided oversight of the CityRide Taxi Program, which is a transportation system for senior citizens and persons with disabilities.

 

Characteristics:
User/promoter of alternative transportation modes along with an interest in promoting the CityRide partnership throughout the community with representation from the senior and disabled community

The Bicycle Advisory Board consists of five members, all of whom are active bicyclists, with at least four Shawnee residents. The committee monitors the community's bicycle friendly status and makes recommendations to the Parks and Recreation Advisory Board. Meetings are held quarterly.

 

Characteristics: Avid bicycle rider and knowledge of local bicycle-friendly amenities and routes.
