Motorized ScootersAs of March 1, 2004, the Shawnee Police Department started enforcing traffic laws relating to the operation of motorized scooters on City streets and sidewalks. Motorized scooters are a skateboard-like design equipped with a small gas or battery powered motor and handlebars extending upright. Some have seats and some do not. These scooters typically sell for $100 to $500. Motorized scooters should not be confused with mopeds or Vespa-type vehicles. Motorized scooters are not listed as a type of motor vehicle according to the Kansas Department of Revenue. This makes it impossible to register them with the State. Operating an unlicensed vehicle on a street or sidewalk is a violation of State law and Shawnee City ordinance. The only legal location where motor scooters can be operated in the city limits is on private property, such as parking lots, however only with the permission of the property owner. Motor scooters cannot be driven on the city’s sidewalks. Operating any vehicle on a sidewalk is in violation of State law and Shawnee City ordinance. Since March 1, 2004, when a Shawnee police officer observes any individual operating a motorized scooter on a city roadway or sidewalk, the operator will be stopped and issued a warning citation for the first time violation. If the operator is under the age of 18, the juvenile’s parents will be notified of the violation and informed that future violations will result in traffic citations issued to the operator and possibly to the parents for allowing their child to operate a vehicle without a driver’s license. It is not the intention of the City to cause undue inconvenience to the citizens. The police department would prefer that owners of the scooters comply with the above described laws regarding operation of the scooters.
