City Council Filing Packet

Civic participation has been fundamental to the growth and prosperity of the City of Shawnee since its establishment.  Should you decide to file for office, you will be carrying on the tradition of many civic-minded residents whose actions have made Shawnee a great community. One councilmember from each of the four wards will be elected along with a mayor.

Residents who want to be involved may also want to explore opportunities on the City’s Boards and Commissions. The City’s boards and commissions have a variety of responsibilities ranging from the community’s bicycle friendly status to hearing appeals concerning the City’s building codes.

The Councilmember’s Role

The commitment required as an elected official is different for different people.  The role of a councilmember encompasses a broad range of activities; however, the level of individual involvement is established by each councilmember.

Qualifications to File for Office

  • Citizen of the United States
  • Qualified elector (registered voter) of Shawnee
  • Resident of the City of Shawnee and the ward at the time of filing for the office and, if elected, a resident of the ward for the duration of the term.

Forms

Candidates must complete the Declaration of Intention filing form and file it with the City Clerk. This form must be signed by the candidate in front of the City Clerk or the City Clerk’s designee. K.S.A. 25-2106, K.S.A. 25-2109

Candidates must complete the Statement of Substantial Interest form and file it with the City Clerk no later than ten (10) days after the filing deadline.

Candidate Biographical Data

The Johnson County Election office provides voters information about candidates who have filed for office on their internet website. If you would like information included, please complete the Biographical Data Sheet and return it to the City Clerk at Shawnee City Hall.  The information will be forwarded to the election office with other filing documents.

Fees

Two fees are required:

Filing fee. $10.00. Make checks payable to the Johnson County Election Commission. In lieu of paying the $10.00 fee, a candidate may file by signature petition.

Report fee. $35.00. Make checks payable to the City of Shawnee.  This is a report fee that will be forwarded by the City Clerk to the Kansas Commission on Governmental Standards and Conduct.

Filing by Petition

Candidates may file by petition in lieu of paying the $10.00 filing fee.  The signature requirement is based on 1% of ballots cast in the ward at the last general city election or 50 signatures, whichever is less.  The report fee of $35.00 is still required.

The Johnson County Election Commissioner will verify that all persons signing the petition are both registered voters and also live in the ward in which the candidate is filing.  The Kansas Commission on Governmental Standards and Conduct recommends that any candidate filing by petition also pays the fee to insure that filing is valid. 

Compensation

Members of the governing body receive the following compensation:

  • Mayor - $16,271.58 per year
  • Councilmember - $9,615.32 per year
