Development Services Department (DSD) - Engineering
The Engineering Division is part of the Public Works Department and is responsible for the administration of capital improvement projects, operation of traffic signals and street lights, monitoring of work within the right-of-way and street cuts, and review of the design and inspection of public improvements for new development. Shawnee has its own Manual of Standard Specifications and Design Criteria for public improvements. Many sections of the manual refer to APWA and Kansas Department of Transportation specifications. Copies of the City Manual of Standard Specifications and Design Criteria are available from the Engineering Division for $15 or click on Technical Specifications and Design Criteria. Concrete materials specifications shall conform to the mix designs approved by the Kansas City Metro Materials Board (KCMMB) and as required by the City of Shawnee and shown at the KCMMB website http://www.kcmmb.org. Within the Manual of Standard Specifications and Design is the Standard Details for public improvement. They are pdf formatted drawings and can be accessed by clicking on the links below: Temporary Closure of Public Streets All streets to be closed require a fully signed Detour Route in accordance with M.U.T.C.D. standards. The City Engineer establishes the maximum number of hours a street can be closed for a particular project. Arterial streets can be closed no longer than 48 hours, while collector or local streets can be closed no longer than 30 days. Before receiving a street cut permit, the contractor must set up an escrow account as a performance guarantee for the timely completion of the project. The amount to be held in escrow is $10,000 on arterial streets and $1,000/day for collector or local streets. The contractor must pay the City $200/hour for every hour an arterial street is not open past the maximum time period or $1,000/day for each and every day a collector or local street is not open past the maximum time period. Permits to use or store explosives or other blasting agents can be obtained from the Fire Department. Prior to issuance of the permit, an application must be completed indicating the amount and location of the storage, the location of the blasting and proof of insurance. All blasters must have a current blasters certificate issued through the Kansas State Fire Marshal's Office. The permit fee is $25 and the permit is valid for 30 days. If a utility line must be repaired over a weekend or between the hours of 5:00 pm and 8:00 am, the utility may perform the work and apply for the permit on the following work day. The utility shall contact the Police and Fire Departments prior to commencing work. Commercial Building Where the proposed grading activity will disturb one or more acres of land, a Notice of Intent Form (pdf) must be made to the Kansas Department of Health & Environment (KDHE) at least 60 days before work will commence. Proof of NOI submittal to the state should be submitted at the time of application to the City of Shawnee. Additional information may be found at the KDHE Stormwater Program website.
