Senior Citizen Telephone Franchise RebateThe City of Shawnee offers refunds to senior citizens on the franchise tax charged on residential telephone bills. Each year the rebate is granted for the previous year's telephone franchise fee. Currently, the City of Shawnee does not impose a franchise fee on the residential use of gas or electricity, therefore no rebate is offered. Senior citizens who turned 62 on or before January 1st of the year for which the refund is granted, are eligible for the rebate. Senior citizens who lived in the City of Shawnee from January 1st to December 31st of the rebate year are eligible. Application for the refund must be made from January 1st to April 30th at: Shawnee City Hall Along with the application, qualifying residents must submit proof of age and the portion of each monthly telephone bill from the rebate year that shows the "Special Municipal Charge", usually on page 3 of residential bills. Residents who did not save all their bills, can apply for a partial rebate for those months for which they do have their bills if they can show proof of residency from January 1st to December 31 of the rebate year.
