City Manager Carol Gonzales E-Mail
Carol Gonzales received her Bachelor's Degree in Economics and Sociology from Drake University in 1983. She interned for the City of Olathe, Kansas, while working on her Master's Degree, before accepting a full time position as Administrative Assistant with the City of Emporia, Kansas in 1985. In 1986, she graduated with honors from the Edwin O. Stene Graduate School of Public Administration at the University of Kansas. Ms. Gonzales worked as an Administrative Assistant for the City of Seal Beach, California from 1987 to 1988, then began as Management Services Director for the City of Lenexa, Kansas. Vicki Charlesworth received her Bachelor's Degree in Personnel Administration and Communication Studies from the University of Kansas in 1987. In 2006, she graduated from the Edwin O. Stene Graduate School of Public Administration at the University of Kansas. Ms. Charlesworth has been designated by the International Institute of Municipal Clerk's as a Certified Municipal Clerk. Jeff has been active and served in leadership positions in a number of professional associations. He is a Certified Emergency Medical Technician, a Kansas University Certified Firefighter III and an International Fire Code Institute Certified Fire Code Inspector.

Since 1988, he has worked for the City of Shawnee, first as City Planner and currently as the Director of Planning. He has achieved membership in the American Institute of Certified Planners and is a member of several professional organizations. Mr. Chaffee currently serves as a member of the Mid-America Regional Council’s Technical Forecast Committee and the Johnson County Historic Preservation Advisory Committee. He is a former member of the U.S.D. 443 (Dodge City) school board. Police Chief Jim Morgan E-Mail
Police Chief Morgan graduated from Central Missouri State University with a B.S. in Criminal Justice Administration. He also earned a Masters Degree in Criminal Justice Administration from Central Missouri State University. Morgan is a 2001 graduate of the 205th Session of the FBI National Academy. Jim has been a resident of Shawnee since 1982. He is a member of the Shawnee Kiwanis Club. Public Works Director Ron Freyermuth E-Mail
In 1980, he took a position as Project Engineer for the City of Olathe, Kansas. Following three years there and two as Construction Engineer for the McDonald's Corporation, he joined the staff in Shawnee in 1985 as the City Engineer. After one year in that position, Mr. Freyermuth was promoted to Public Works Director/City Engineer. In November 1991, his title was changed to Public Works Director. |

Carol Gonzales joined the staff at the City of Shawnee as City Clerk/Human
Resources Director November 16, 1998. She was subsequently promoted to
Assistant City Manager on August 7, 2000, and to Deputy City Manager on
March 22, 2004. Carol Gonzales was unanimously appointed by the Governing
Body to serve as City Manager effective December 19, 2005.
Vicki Charlesworth joined the staff at the City of Shawnee as a Personnel
Technician November 28, 1988. She was subsequently promoted to Personnel
Analyst in 1993, to Deputy City Clerk in 1994, City Clerk in 2001 and to
Assistant City Manager/City Clerk on April 4, 2006.
Bryan Kidney joined the City of Shawnee on August 29, 2005. Bryan
has had a successful career in Kansas local government finance
management. He served as the Finance Director to the City of Gardner
for five years, and prior to that was the Assistant Finance Director for the
City of Manhattan. Bryan has a Bachelor's degree in Accounting from
Emporia State University.
Fire Chief Jeff Hudson is a long time resident of the City of
Shawnee. He has an A.A. in Fire Science from Kansas City, Kansas Community
College and a B.A. in Management and Human Relations from the Mid-America
Nazarene University. In 1975, he began his career with the City of Shawnee
as a volunteer firefighter. He became a full time employee in 1980
and was promoted to Fire/Building Inspector in 1980, to Lieutenant in
1984, to Captain in 1986 and served as the City Fire Marshal beginning in
1988. In 2001, he was promoted to Fire Chief.
Mr. Holman received his Bachelor of Science in Horticulture
from the University of Missouri. After serving as Assistant Golf Course
Superintendent for the Lakewood Golf Club, he worked in Forestry Services for the City of
Kansas City, Missouri, from 1989 to 1991. Mr. Holman has been employed with the City
of Shawnee since 1991, serving as Parks Superintendent from 1991 - 1999. He is a
certified Kansas arborist, and a certified playground inspector. He is a member of
the Professional Grounds Maintenance Society, and was instrumental in Shawnee's
designation as a Tree City, USA.
Mr. Chaffee received his Bachelor of Science in Economics and
Master of Regional and Community Planning degrees from Kansas State University. Following
an internship with the Wichita Urban Renewal Agency, he became Human Resources Coordinator
and was promoted to Community Development Director for the City of Dodge City, Kansas.
Jim Morgan has served the City of Shawnee
beginning his career as a police officer in 1982. He was promoted to the
rank of Sergeant in 1990, to Lieutenant in 1992, to Captain in 2000, and to
Major serving as
Deputy Chief in 2001. In September 2007, he was named Police Chief.
Mr. Freyermuth earned both his Bachelor and Master of Science
degrees in Civil Engineering from the University of Kansas and is a licensed Professional
Engineer in the State of Kansas. For six years, he worked for the consulting firms
of Black and Veatch and Harper and Kerr - as an Associate Engineer and Structural Design
Engineer, respectively.
