The City Council approved
the adoption of the 2006 international construction codes, with amendments,
at their Monday, July 28, 2008 meeting. The new construction codes will
become effective on April 1, 2009.

15.04 Adopts the 2006 International Building Code with the
following omissions and amendments:
- Editorial identification of City of Shawnee.
- Delete reference to all unspecified International codes.
- Eliminate creation of the Department of Safety.
- Insert “work hours” regulations.
- Modify permit exemption for retaining walls in drainage areas
- Modify permit exemption for decks less than 30” above grade.
- Establish permit exemption for re-roofing, re-siding, and
replacement windows.
- Require contractor’s to carry county license and to register with
Shawnee.
- Establish requirement for permit expiration.
- Require permit applicant to be responsible for code compliance, and
required public improvements adjacent to the construction sites.
- Require notarized statements of code compliance from homebuilders.
- Require verification of the name of the subcontractor used on the
project.
- Require seller’s disclosure statements.
- Establish a permit fee schedule.
- Establish a refund policy with no refunds for permit fees of less
than $25.00, and 80% of the portion above $25.00.
- Require satisfactory final inspection before permit expires.
- Security ordinance proposal for apartments.
- Establish revisions to the building code requirements for fire
protection sprinkler systems
- Establish requirements for architectural review of commercial
projects for compliance with the Americans with Disabilities Act.
- Editorial identification of City of Shawnee and insertion of
effective date of the Flood Insurance Study map adoption.
- Modification to allow for flexibility on drinking fountains and mop
sinks.
- Maintains current requirements and fees for annual elevator
inspections.

15.06 Adopts the 2006 International Residential Code with the
following omissions and amendments:
- Editorial identification of City of Shawnee.
- Delete duplicated administrative provisions and establishes the IBC
administrative provisions as applicable.
- Establish climatic and geographic design criteria.
Deletes
requirement for “Ice Shield” on roofs.
- Require 5/8” type X gypsum to be used in residential garages.
- Adds an exception for remodeling existing basements to allow
updating smoke detector installation to meet current requirements
- Allows for reduction in common wall fire rating if sprinklers are
used.
- Security ordinance proposal for new residential construction.
- Maintain current requirement for sprinklers in 4-plexes and larger.
- Establish allowable materials for fences.
- Eliminates provisions for wood foundation systems.
- Mirrors O.P. and Olathe requirements for minimum footing
reinforcement.
- Mirrors O.P. and Olathe requirements for minimum pier pad size and
adds minimum deck footing size.
- Mirrors O.P. requirements for situations requiring engineered
foundations and allows city approved standard designs.
- Changes required engineering design of retaining walls from 2 feet
to 5 feet.
- Require residential foundation top of wall bracing.
- Require residential isolation between the concrete slabs and support
columns.
- Eliminates provision for minimum window sill heights.
- Requires two layers of felt (water-resistive barrier) under masonry
stucco.
- Requires prescriptive sill flashing at all doors and windows.
- Wood roof ordinance, as currently adopted.
- Allows
unfinished basements to remain un-insulated if they are more than 50%
below ground.
- Require fences
around residential swimming pools to be 6 feet tall instead of 4 feet
tall.
