The Governing Body conducted a public hearing on Monday, January 14th, to consider a redevelopment district for the area on the southeast corner of Shawnee Mission Parkway and Pflumm. This redevelopment district was also on the Agenda for Council Meetings on both January 14th and January 28th -- links to presentations are included below.

For many years, this area has housed a vacant grocery store. Just recently, Savers took over a portion of the site, but much of it still remains vacant. Shawnee Plaza Redevelopment, LLC has submitted an application for a public/private partnership.
David Christie of Christie Development Associates, LLC is one of the partners in the project. His company is responsible for several redevelopment projects in St Joseph, Missouri, Raytown, Missouri, Wichita, Kansas and others.
At the December 10, 2012, City Council meeting, Mr. Christie explained that the proposed Redevelopment District would include realignment of Midland Drive and additional signal on Shawnee Mission Parkway to provide improved access to the site. He also noted that tentative plans for the shopping center include a bar and grill, a Nuts and Bolts, a fast food restaurant and they are currently in negotiations with a national organic grocery store.
The project could include a Transportation Development District (TDD), Tax Increment Financing (TIF), and a Benefit District.
The Planning Commission considered this rezoning request and the preliminary development plan for Shawnee Plaza at their February 4, 2013, meeting. A Planned Unit Development request is a combination of a rezoning, site plan and preliminary plat approval. On March 5, 2013, the Governing Body approved the rezoning and the site plan for the proposed development.
At the Monday, March 11, 2013, meeting, the Governing Body will conduct a public hearing to consider the advisability of the creation of a Transportation Development District and imposition of a one-percent (1%) Transportation Development District Sales Tax for Shawnee Plaza. They will also conduct a public hearing to consider approving and adopting a Redevelopment Project Plan and authorizing execution of a Redevelopment Agreement for Shawnee Plaza.
Update (March 12th, 2013) -- Both the creation of a Transportation Development District and the approval of a Redevelopment Project Plan for Shawnee Plaza were approved by Council at the Public Hearing on March 11, 2013.
Update (January 2, 2014) -- Many of the public improvements have been completed. Natural Grocers has applied for their Business License and they intend to open in early February. Burger King and Pepper Jacks are scheduled to start construction soon.
