Over the past several months, the City has been examining the possibility of a new retail development project at the southwest corner of Shawnee Mission Parkway and Maurer.
On March 5, 2015, the City was contacted by representatives of the project developer, SMPW Fund I, LLC, who informed city officials that they would not be moving forward with the project due to a variety of challenges, including scheduling and funding.
The proposed development included plans for a 177,700 square foot multi-tenant commercial building along with seven pad sites.
The City will continue to engage with developers about other potential projects at the site. If and when any potential projects move forward, we will continue to update citizens on the progress.
Timeline of events in regards to the Shawnee Landing Project:
On December 15, 2014 the Shawnee Planning Commission met and recommended approval of two separate rezonings on the property.
The first was for a 1.05 acre parcel at the southeast corner of the site generally located at 6720 Maurer Road which would be reclassified from Residential Estates to Commercial Highway. The second rezoning was for several properties on the western portion of the site containing approximately 13.32 acres and would be reclassified from Agricultural and Residential Estates to Commercial Highway.
Those recommendations were reviewed by the City Council at their meeting on January 12, 2015 and formally approved.
The Planning Commission also approved a preliminary plat for the development.
On Monday, December 22, 2014 the City Council held a public hearing to discuss establishing a Tax Increment Financing (TIF) District for this property.
Tax Increment Financing is a method used by local governments to assist in the redevelopment of property. Three issues are reviewed as part of the consideration: the boundaries of the District, whether the property meets the criteria to be considered as a Conservation Area according to Kansas Statutes, and a "but for" test, analyzing whether the development of the property would be economically viable without a public partnership.
At the conclusion of the public hearing, the Council passed an ordinance establishing the Shawnee Landing Tax Increment Financing District.
Also at their meeting on December 22, 2014, the City Council set public hearings for February 23, 2015 to discuss the establishment of a Transportation Development District (TDD) as well as a Tax Increment Financing (TIF) Project Plan at Shawnee Landing.
A TDD is a special taxing district that a petitioner (of 100% of the landowners) can request the levy of special assessments or a sales tax (up to 1%) on goods and services sold within a given area. Under Kansas law, the revenue generated by TDD special assessments or sales tax may pay the costs of transportation infrastructure improvements in and around new development.
On January 5, 2015, the Planning Commission approved a site plan for the development. The Commission also determined that the project plan for Shawnee Landing is consistent with the intent of the comprehensive plan for development of the City.
The two public hearings regarding the proposed Shawnee Landing project at Shawnee Mission Parkway and Maurer that were scheduled for the City Council meeting on February 23, 2015 were postponed at the request of the project developer.
The hearings were to be continued until the City Council Meeting on March 23, 2015. Now that the project will not move forward, those hearings will be formally opened on March 23 and then immediately closed.
At the March 23, 2015 City Council Meeting, the developer cancelled the project.
