At the July 27, 2010, the Governing Body approved the 2011 Budget that retains current core City services and programs.
The Budget includes $57.7 million in expenditures, including $1.4 million for street maintenance.

For 2011, the property tax mill levy is expected to remain consistent at 24.699 mills.
The estimated City property tax bill for a residential property, expressed as a percentage of fair market value is 11.5 percent or $24.69 in property tax for every $1,000 in fair market value. Johnson County appraises each property to set the fair market value each year. The average appraised value of a home in Shawnee went down from $218,148 in 2009 to $214,676 in 2010. The annual City property tax bill for a home with a market value of $214,676 is $609.76.
The 2011 Budget further reduces the City’s workforce by two full-time positions. This reflects a 6% reduction in the City’s workforce from the 2009 Budget. We continue to evaluate all vacancies in the City prior to filling them to determine if work can be reallocated to another position in the City. Using this system, 18 positions have been eliminated from the 2011 Budget as compared to the 2009 Budget. The largest position reductions to date have been in the Finance Department where the workforce has been reduced by 22%, followed by the Parks Department at 13%, and the Public Works Department at 11%. In addition, no employee merit or market increases have been included in the budget for the second consecutive year.
