The Finance Department is responsible for all financial operations of the City insuring that statutory requirements consistent with established and generally accepted accounting and auditing procedures are met. Included in this operation is the administration, processing and accounting of the City's payroll, purchasing, accounts payable, accounts receivable, investments of funds for the City, employee retirement administration and risk management. Finance is responsible annually for the audit, budget, capital improvement program and the long range financial plan for the City. Finance also directs the issuance of municipal debt and industrial revenue bonds.

Definitions
The APPRAISED VALUE represents the market value of a property. In Johnson County, the County Appraiser's office determines appraised value, taking into account the property's location, topography, size, shape, quality, age, and condition of building(s), as well as current market conditions for similar properties.
The ASSESSED VALUE is by law a fixed percent of the appraised value. The assessed value of a residential property is currently set at 11.5% of its appraised value.
The MILL LEVY is the tax rate that is applied to each $1,000 of a property's assessed value to determine the amount of taxes owed.
