The City of Shawnee has developed several economic development tools to promote a healthy business environment for both new and existing businesses. These programs are designed to be used as either a stand-alone tool or can be used in conjunction with other Federal, State & Local economic development tools. We invite you to review multiple tools the City specifically has to offer below and to also review the opportunities that can be found through the State of Kansas Department of Commerce.

Bioscience District

The creation of a Bioscience Development District will contribute to the development of bioscience within the State of Kansas and will promote the general and economic welfare of bioscience projects. The Policy Statement establishes the procedures of the City of Shawnee, Kansas, for considering applications for Tax Increment Financing ("TIF") used for bioscience purposes in accordance with the provisions of K.S.A. 12-1770 et seq. and any amendments thereto (the “Act”).

Community Improvement District (CID)

A Community Improvement District (CID) is an economic development tool designed to finance public or private facilities, improvements or services within a city of county. In many ways, CIDs are similar to home associations - providing shared improvements and services. The complete Community Improvement District Act was adopted by the Legislature and signed by the Governor in 2009 as part of House Bill 2324 and became effective July 1, 2009.

Shawnee Downtown Partnership (SDP)

In February 2002, the City Council authorized a study of the downtown area. The report generated through that project included many recommendations, and culminated in the appointment of the Shawnee Downtown Partnership (SDP) in late 2002. The Shawnee Downtown Partnership exists for the purpose of aiding, promoting, and encouraging the enhancement of Downtown Shawnee.
Members are Downtown business owners and other community leaders who share an interest in the growth of Downtown. Maintaining a positive image is important to the City and the Shawnee Downtown Partnership. The appearance of the downtown area plays a vital role in the perception of the quality of the community. The City wants to encourage businesses to invest in their buildings by making attractive improvements. The improved appearance of buildings will make downtown more attractive to customers and to new businesses, contributing to the enhanced viability of the entire area, and to the entire community. It is with these goals in mind that the Downtown Improvement Program was created.

Industrial Revenue Bonds (IRB)

The Governing Body finds that it is of critical importance to have a strong partnership with private industry to create a balanced tax base for the community. It is the policy of the Governing Body that private businesses should not be subsidized with public funds, the indirect consequence of tax exemptions-incentives, unless some public good results and the public subsidization can reasonably be expected to make a significant difference in achieving economic growth and development, to expand and diversify the tax base and the creation of new jobs within the City.

Tax Increment Financing (TIF)

The proper use of TIF can promote, stimulate and develop the general and economic welfare of and quality of life in the City. Policy Statement PS-50 establishes the procedures of the City of Shawnee, Kansas, for considering applications for Tax Increment Financing ("TIF") used for economic development and redevelopment purposes in accordance with the provisions of K.S.A. 12-1770 et seq. and any amendments thereto (the “Act”).

Transportation Development District (TDD)

The proper use of a Transportation Development District (“TDD”) can promote, stimulate and develop the general and economic welfare of and quality of life in the City. Policy Statement PS-58 establishes the procedures of the City of Shawnee, Kansas, for considering applications for Transportation Development Districts used for economic development in accordance with the provisions of K.S.A. 12-17,140 et seq. and any amendments thereto (the “Act”).
