WECS Special Requirements.
15.48.060 WECS SPECIAL REQUIREMENTS.
No person shall operate or maintain a WECS without a valid Building Permit issued by the Building Official in accordance with this Chapter and the IBC.
No person shall operate or maintain a WECS without a Special Inspection report of the WECS prepared by a Special Inspector and approved by the Building Official in accordance with Section 1704 of the IBC, certifying that the WECS is constructed and designed in accordance with this Chapter and the IBC.
A WECS tower shall have be constructed and maintained so as to restrict unauthorized entry or access to the tower. If a tower is designed to include an attached ladder, at least the first ten feet of the ladder, as measured from ground level, shall be secured to prevent access.
Any WECS, which is interconnected with a public utility system, shall at all times meet such utility's then current requirements for interconnection and operation and a letter from the utility provider indicating that the interconnection has been approved by the provider shall be submitted to the Building Official as part of the permit application submittal documents.
Each wind turbine shall be equipped with both manual and automatic rotation speed controls to limit rotational speed of the blade within the design limits of the rotor. Manual electrical and/or rotation speed shutdown disconnect switches shall be provided and clearly labeled. No wind turbine shall be permitted that lacks an automatic braking, furling, or feathering system to prevent uncontrolled rotation and excessive pressure on the tower structure, rotor blades and turbine components.
