Council Actions

The Shawnee City Council held its regular meeting on Monday, November 28, 2016. The meeting was called to order at 7:00 p.m. and the following actions were taken.

Consent Agenda
The Consent Agenda was approved and included minutes from the November 14 City Council meeting; two reimbursement agreements with Johnson County for the 52nd Circle and 53rd Street Storm Drainage Improvements Project, P.N. 3402, and the Nieman Road Corridor South Street Storm Drainage Improvements Project, P.N. 3400; and encroachment agreement for Stag’s Creek; and Resolution No. 1791 authorizing the enlargement of the Johnson County consolidated sewer district in order to serve eight properties along Bell Road north of Midland Drive.

Elaine Copp, Donna Sawyer and Pam Cremer were reappointed to the Parks and Recreation Advisory Board with terms expiring on December 31, 2019. The Parks and Recreation Advisory Board acts an advisory capacity to the Governing Body in promoting, aiding, encouraging and conducting public recreation, including the development of parks, and recreation facilities and programs. The board consists of nine members, two from each ward and one at-large member. Members are submitted by Councilmembers and are appointed by the Mayor, with the consent of the Council. Terms are three years.

Public Items
Several actions were taken related to implementing a quite zone along the Burlington Northern Santa Fe (BNSF) Railroad line. Property at the southeast corner of 75th Street and Martindale Road was purchased for $213,660, a land exchange/crossing closing agreement with the owner of 7315 Martindale was approved, and a grade crossing construction and maintenance agreement with BNSF was also approved.

Johnson County Parks and Recreation District deeded a tract of land to the City.

Ordinance No. 3177 was passed designating Clear Creek Parkway from Clare Road to K-7 Highway as a main trafficway and Resolution No. 1792 was adopted authorizing the improvements to Clear Creek Parkway from Gleason Road to K-7 Highway.

Items from the Planning Commission Meeting of October 17, 2016
Two Ordinances (No. 3175 and 3176) were passed amending the Zoning Regulations and Comprehensive Plan related to senior living facilities and density requirements.

Staff Items
Property and Casualty Insurance was approved for 2017 with Brit-State National for $261,121.

A contract was approved with R. L. Duncan in the amount of $4,955,075.35 for the Clear Creek Parkway Project, K-7 Highway to Clare Road, P.N. 3413, including a concrete pavement option.

An engineering services agreement was approved with Olsson Associates, Inc. in the amount of $647,798 related to the Nieman Road Corridor North Storm Drainage Improvements Project, P.N. 3425.

Miscellaneous Council Items
Lastly, the semi-monthly claims for November 28, 2016 (city-wide expenses for the period) were approved and the Governing Body held an executive session to discuss property acquisition. The meeting reconvened and the Governing Body authorized staff to register on the auction site that is handling the sale of Westbrooke Village Shopping Center at 75th and Quivira in order for the City to gather more information related to the property. The meeting adjourned at 9:12 p.m.
