Planning Department Submittal Requirement Planning Commission approval is required prior to submitting application for building permit for all new buildings. Plans submitted for approval must include any changes required by the Planning Commission during their review. This may include a requirement to provide revised sheets to the Planning Department prior to submission for a building permit. Sets of plans submitted which do not include the site plan and elevations approved by the Planning Commission will not be issued permits. These plans include exterior elevations, site work, landscaping, public street, storm water drainage, or other improvements, which may be required. Development Services Department Submittal Requirement The applicant shall submit two (2) sets of separately bound check prints of all civil site development plans, sealed by a Kansas-licensed engineer, for initial review. Please reference the following pdf for complete submittal requirements: Minimum Requirements for First Review Submittal (pdf) All applicants are required to submit a copy of the Notice of Intent Form (pdf) from the Kansas Department of Health and Environment prior to the issuance of a grading permit. Upon completion of their initial review, the Development Services Department will use a combination of written comments and redlines to inform the applicant of all corrections required. The applicant shall resubmit two (2) corrected sets of separately-bound, civil site development plans, sealed by a Kansas-licensed engineer, with the original set of redlines directly to the Codes Administration Division for final review and approval. This submittal shall be specifically marked for “Engineering Review.” On completion of the final review and approval of the plans, the Development Services Department will request six (6) sets of plans from the applicant for Engineering signature. Two (2) sets of the approved plans will be returned to the applicant and Engineering will forward its approval of the project to the Codes Administration Division. A Public Improvement Permit will be required for commercial projects. In most cases, a Right-of-Way Work Permit and/or a Street Excavation Permit will also be required. A Right-of-Way Work Permit shall be required for utility service line connections within the right-of-way including water, gas, electrical, telecommunications, and sanitary sewer. Any work in conjunction with service line connections that involve open cutting a public street shall require a Street Excavation Permit in addition to the Right-of-Way Work Permit. A Public Improvements Permit shall be required for the construction and reconstruction of such things as streets, driveway approaches, stormwater drainage systems, and street lights. Such permits are typically associated with subdivision and larger site development projects. Codes Administration Submittal Requirements A completed commercial permit application (pdf) should be included with the application package. A plan review fee equal to 65% of the building permit fee will be collected at the time application is made. This fee is in addition to the cost of the building permit, when issued. The permit fee is derived from the fee schedule (pdf). The project value is the total value of the building (plumbing, mechanical, electrical, fire protection, ect.). Please note that the “Design Professional in responsible charge” is responsible for the review and coordination of all submittal documents prepared by others, for compatibility with the design of the building (Re: 2003 IBC Section 106.3.4). One copy of structural calculations, sealed by a Kansas registered professional engineer, and a soils report, prepared by a Kansas registered engineer. Letters from a qualified individual (s) confirming their employment by the owner to provide special inspections and reports for the type of construction listed by the 2003 IBC Section 1704, and the special inspection program, as required by Section 1704.1.1. A performance mud bond (pdf) for removal of mud in the streets in the amount of $5,000. A copy of either a sewer permit or septic permit (Johnson County Environmental) for the project must be provided.
Permit applications for the construction of any food preparation areas must be reviewed and approved by the Johnson County Environmental Department (913) 492-0402. Submit a list of all “Hazardous Materials” (as defined in the 2003 IBC Section 307), and list specific quantities, uses, and amounts to be stored in open and closed containers; or submit a statement that none of the above items will be used or stored at the proposed project. Section 903 of the IBC has been amended, and the entire text is found in the 2003 International Building Code Ordinance 2761 (pdf).
A single building permit is issued for a project, which includes all electrical, plumbing, and mechanical work. All general contractors are required to have a current City of Shawnee Business License to work in the City of Shawnee, and a Class A or B Johnson County Contractor’s License. The 2003 IBC, with appendix Chapter J, 2003 IPC, 2003 IMC, 2003 IFGC and the 2002 NEC have been adopted with some amendments. The City of Shawnee requires electric, telephone, and cable TV services to be underground. Underground utility ordinance (pdf). There are some exceptions to this requirement. Design values for snow loading should be determined in accordance with Section 7 of ASCE 7-98, with a ground snow load of 20 PSF. The mapped spectral response acceleration at short periods is 12.4, and for a one second period is 5.9. The minimum design frost line depth, below finish grade is 36 inches.
